The federal government of Nigeria has officially approved the dismissal of workers in both the public and private sectors who hold fake degree certificates obtained from the Republics of Benin and Togo.
The decision, announced by the Minister of Education, Tahir Mamman, comes as part of a crackdown on fraudulent academic qualifications and aims to restore the integrity of the nation’ s workforce.
Minister Mamman made the announcement during a press conference held in Abuja to mark his one year in office. According to him, the measures were approved during a recent Federal Executive Council (FEC) meeting chaired by President Bola Tinubu.
The decision was based on recommendations from an inter- ministerial committee set up to investigate an undercover report that exposed the prevalence of fake degree certificates being obtained from certain institutions in neighboring countries.
The investigation was prompted by a report published in December by *DAILY NIGERIAN*. The report revealed how a journalist from the publication, Umar Audu, was able to obtain a degree certificate from Ecole Superieure de Gestion et de Technologies (ESGT) in Cotonou, Benin Republic, within a span of less than two months. Audu used the fake degree to participate in Nigeria’ s National Youth Service Corps (NYSC) program, despite having already legitimately completed the program five years earlier.
Minister Mamman explained that most of the institutions that Nigerian students attend in Benin and Togo are not licensed to offer degree programs. He emphasized that the issue is not just a Nigerian problem but also reflects the lack of recognition for many of these institutions within their own countries.
The minister expressed the government’ s determination to maintain the integrity of Nigeria’ s education system and its workforce. ” We cannot allow people with fake certificates to compete with students who worked hard, spending four, five, or even six years to graduate from our universities and polytechnics, ” Mamman said. ” It’ s unfair for individuals who purchased certificates without attending any legitimate classes to compete for jobs and opportunities with those who have earned their qualifications through hard work. ”
According to the data gathered by the NYSC, approximately 21, 684 individuals have obtained fake degree certificates from Benin Republic between 2019 and 2023. In Togo, about 1, 105 individuals are also found to be parading fake certificates. These figures highlight the widespread nature of the problem and underscore the need for decisive action.
Minister Mamman explained that the issue stems from students attending schools that are not recognized or accredited in their respective countries. He stressed that if an institution is not licensed to offer degree programs in its home country, there is no way Nigeria would recognize the qualifications awarded by such an institution.
In Togo, for example, only three universities are officially approved to offer degrees, while in Benin, there are about five recognized institutions. Therefore, anyone who did not attend these accredited universities is deemed to possess a fake certificate.
The minister also pointed out that since 2017, any Nigerian who attended a university in Benin or Togo that operates solely in English is wasting their time because such institutions are not approved by the governments of those countries. ” That is their policy, ” Mamman said. ” Many of our citizens went there, and some didn’ t even bother attending. Some individuals disappeared into thin air after being caught in the screening process. ”
To address this issue, the federal government has approved a series of actions. The Secretary to the Government of the Federation (SGF) will issue a circular to all employers, both in the public and private sectors, instructing them to identify and dismiss any workers holding certificates from unrecognized institutions in Benin and Togo. The Head of Service has also been mandated to ensure that such individuals are removed from the public service.
