The Federal Government has issued a directive mandating homeowners and landowners in Lagos State to remit their ground rent payments promptly. This call was made by the Minister of Housing and Urban Development, Ahmed Dangiwa, during a stakeholder engagement session on land administration and a physical assessment of high- profile estates like Banana Island, Osborne Phase One and Two, and Park View/Foreshore Estates.

Dangiwa emphasized the importance of ground rents, stating that they are crucial for improving facilities and optimizing federal revenue. According to him, ” While the Federal Government is committed to renovating, safeguarding, and optimizing the value of its assets nationwide, it will also enforce strict compliance with its land and estates administration laws. ”
The Minister clarified the difference between ground rents and facility management fees often collected by estate associations. He stressed that ground rents are exclusively the Federal Government’ s responsibility, while estate associations may only collect facility management fees for maintaining utilities like electricity, roads, and other essential services within their estates. ” If they are collecting [ground rents] on our behalf, they should remit it fully; otherwise, we are going to engage our own staff or consultants to do so on our behalf, ” he warned.
To address double taxation issues, the Federal Government and Lagos State Government are forming a joint committee to harmonize tax payments and resolve land disputes. ” We are one government, and it is vital that we work as partners to ensure effective administration of Federal Government assets, ” Dangiwa stated.
The Minister also expressed concern over irregular developments along Lagos shorelines, noting that many developers had built on reclaimed land without proper authorization. To curb this, a one- month ultimatum has been issued for developers to regularize their documents or risk property demolition.
These measures, Dangiwa assured, align with the Federal Government’ s Renewed Hope Agenda, which seeks to enhance urban development and provide affordable housing for Nigerians. ” Our aim is to fast- track the completion of housing projects to increase the stock of affordable housing for Nigerians in Lagos, ” he concluded.
