The primary objective of the lawsuit is to restore public safety in the state, which has been ravaged by escalating violence and insecurity. Apeh further requested the court to mandate the government to take appropriate steps under Section 215(3) and (4) of the Nigerian Constitution to secure peace and public order in Zamfara and other affected regions.
In a 22- paragraph statement of claim, the plaintiff provided detailed accounts of the worsening security situation in Zamfara State, which has seen a sharp rise in armed banditry and kidnapping in recent years. According to Dahiru, the activities of criminals in the state grew at an alarming rate between 2019 and 2023, a period during which Matawalle served as governor.

He argued that the consequences of this violence have left many families devastated, with countless individuals becoming orphans, widows, and homeless due to the brutal actions of these criminals. The plaintiff emphasized that the rampant banditry has inflicted severe physical and emotional suffering on the people of Zamfara, with many victims being maimed, extorted, or killed.
